The transgovernmental structure of the European Union (EU) calls for innovative policymaking tools. Tömmel (international politics, U. of Osnabrück, Germany) and Verdun (political science, U. of Victoria, Canada) present a conceptual framework for an examination of the evolution of governance approaches within the EU. Their typology distinguishes between four basic modes of governance: hierarchy, negotiation, competition, and cooperation. In case studies of policy areas including the environment, taxation, market regulation, civil society, and the courts, contributors shed light on the constraints and incentives set by the EU's institutional structure.
