I think it is agreed by all parties, that this prodigious number of children in the arms, or on the backs, or at the heels of their mothers, and frequently of their fathers, is in the present deplorable state of the kingdom, a very great additional grievance; and therefore whoever could find out a fair, cheap and easy method of making these children.

This book brings together the vast array of new initiatives in financing mechanisms and proposals to transform the development finance architecture. Based on four different scenarios for the next ten-year period, proposals are made for how to reach an effective system. It was appropriate, then, for the All-Party Parliamentary Group on Overseas Development of the Westminster parliament, together with ODI, to invite him to speak in Parliament on 12 October 2005.
