Its goal is to create a government that "works better and costs less. By September 1994, the first anniversary of the release of the original report, NPR concluded that significant progress was being made in the implementation of its recommendations. It also found that many agencies were making changes that went far beyond what NPR recommended and a number of these efforts were highlighted in its status report to the President.
