The ministry formed by Sir Robert Peel in September 1841 was more Liberal in its elements than the Conservative party in Parliament; for the Duke of Wellington, who joined the Cabinet without taking office, was fully alive to the necessity for making concessions which he regarded as being in themselves undesirable. Lord Stanley and Sir James Graham had both been in the past associated with Melbourne. A minor office was found for Gladstone, a young man for whom a brilliant future was.

Sir Robert Peel, 2nd Baronet, FRS (5 February 1788 – 2 July 1850) was a British Conservative statesman who served twice as Prime Minister of the United Kingdom (1834–35 and 1841–46) and twice as Home Secretary (1822–27 and 1828–30). He is regarded as the father of modern British policing, owing to his founding of the Metropolitan Police Service. Peel was one of the founders of the modern Conservative Party.

Robert Peel was born on 5 February 1788 in Bury, Lancashire. In 1841, Peel again formed a Conservative administration, and it was during this government that he oversaw the introduction of significant legislation such as the Mines Act of 1842, which forbade the employment of women and children underground and the Factory Act of 1844, which limited working hours for children and women in factories.
